Bill is a seasoned Ontario public servant with over seventeen years' experience across a variety of Ministries and Agencies,  (including nine years with the Ministry of Health and Long Term Care) in progressively more senior positions in the areas of public policy, operations, project management, stakeholder and agency relations and public appointments.  He is a graduate of the University of Toronto, with an honours Bachelor of Arts in Modern Languages and Literatures (French and German).

Bill joined the PACE board of Directors in 2011, and served as chair 2012 - 2018.  During that time, he presided over a period of great change for the organization as it grew from 142 clients over four supportive housing programs and attendant outreach, a budget of eight million dollars and 212 staff to almost 300 clients over eight supportive housing programs, attendant outreach and day programs, with a 15 million dollar budget and 323 staff.
